Do you happen to have a link to the decision?

From your description of the case, I am really curious as to the judge's reasoning. Under California law, this fact pattern would have probably given rise to a complaint alleging Negligent INfliction of Emotional Distress (witnessing negligent medical treatment / death of a child, with realization that the child was suffering pain at the time).
